"It's Not Rape if He Used a Condom," According to Chinese Official

I just read a short article (link here) about a case where a Chinese land and resource official from the town of Ashi is accused of raping a schoolteacher after a luncheon with other officials.

It states that,

According to one Chinese police officer, "If he wore a condom, it isn't rape." Another told the victim he would keep the event a secret in order to protect her reputation.

Also, with a population of 1.3 billion, only 32,000 sex crimes were reported (2007 statistics). Do you really think that sex crimes are rare in China, or that the submissive nature of Chinese women makes them not willing to step out and report their being raped?

Also, how does bureaucracy pay a role in conviction of sex crimes?

To be honest I think sex crimes are rampant in China. Train and bus gropers..guys taking upskirt shots..date rape. You can also find stories of brides and brides maids being sexual assaulted one their wedding days. It's a man's world there. And I get the feeling you can do almost anything you want if you have money. I think most women don't want that kind of attention, so they don't say anything. I have some good chinese friends who often tell me about life in China. They live in America but they were born in China and visit often. They tell me some disturbing things. But talk about them in a way that makes it seem normal. They tell me about bars that hire girls from small towns as waitresses. A lot of times these girls have no idea what they are getting into. One guy told me horror stories about how customers pay the owner a sum of money and the owner lets them gang rape the girls.

If you got the money, or even if you don't, you can do anything you want in China. Let me repeat that. ANYTHING.

So the unfortunate rape of a girl. It's tragic. I wish it on no one. Here is what I would think would happen in China.

The girl does nothing. If she tells someone they will label her as a -beep- or something. Blame it on her. Or she will shame her family in some way so she doesn't speak of it. Perhaps it's a Party official who can make life hard. That would also make life on her family hard. And you don't want that kind of attention.

She's not at home. If she is a migrant worker and gets into trouble who is to help her? I live in a city that I get the distinct feeling that if you are not a local you won't get the good treatment. If you do, you need to prove it. Do you think that every city has rape kits, or even have heard of rape kits? The local police can't even control parking and people from running red lights. How are they supposed to corral a couple of other migrate workers from a different city that raped another migrate worker from another different city? They don't. It's less paper work not to.

Who really cares about her. No one but her family. Even if she tells someone it's a lot less trouble not to care.

She get's raped in her home town. She tells her mother who maybe scolds her for being too trampy and blames it on her for being out late. Or getting that job in the shady part of town. Maybe her mother gets her pitchfork and heads out. Who listens to her? Maybe she has some guanxi and they take up the case. Then there is a good chance that things might turn out ok and they find the guys providing they themselves are not the police. So it's some migrate workers. Have they skipped town yet? Maybe the local police dept has a rape kit. Did the girl wait to tell anyone, take a shower, etc. Does she have any evidence?

Perhaps they actual find the guy or guys, and they bring them in for questioning. Does the guy have enough money to pay the police? If he does then they get out. Does the girl have enough money to pay the police? I can imagine that could happen. We got the guys but our pockets are light and we might have to let them go.

I bet there are some cases that turn out ok, and justice in the Western sense is served. But I'm willing to bet that more often then not, she's left desolate and alone. With no one to tell, no one to help her and console her, she then become another statistic. China has the highest rate of successful female suicides in the world.

It all comes down to the fundamental fact that no one in China cares about no one. Yes I am generalising. It's the only thing you can do. If someone actual cared they would help and it would build steam. People helping people. However I get the feeling that here in China, money helps people. Someone want to argue that fact, just look at the news. I hate to say it.

China is a cool place to live and hang out, but it can be brutal. Not as brutal as other developed or developing countries but it's no cake party either. I hope that in the future women have the courage to come fourth more often. Perhaps they already do. In that case I hope that Chinese society changes for the better and money takes a less of important role, however with the news and my personal experiences I don't think that is going to happen.

ya pudding and rjallday both of you are generalizing but i think you have hit the nail right on the head !!!!!

i have to agree sex crimes are very high but not reported for the exact things you both mentioned !!!

i saw a young women have her -beep- groped in the high speed train station i could not believe it and no cops did anything i you know as well as i do in china the police watch everything !!!

i swore that the police were watching me a lot being easy to spot me that i was a westerner !!

i could see those plain clothes cops a mile away they just act too much like cops not to be spotted if you know what to look for !! hehehe

i was only in china for 2 months and saw too many things like this for being there for that short of time!!! i bet most women or girls do not bother to make much of a fuss they do not want to lose face for themselves or their families !!!

and if the person is an official or police person then why waste your time !!!

the thing i loved about china was it feels like the wild wild west except without guns !!!

it feels like canada about 150 years ago or 200 maybe !!!

the good old days when there really was no law and order a real free for all !!!

the part i hated about china it is the wild wild west and most developing countries are much the same i am sure !!!

if you did that here in canada and someone saw you grab a womans breast in public they would have you arrested in 30 seconds !!!

in the chinese high speed train station most people did not even bother to look pretty normal i guess!!!

i said to my wife look look look !!! we were a long ways away from the action these stations are huge and it was very empty that evening we were traveling so it was easy to see the action !!

my wife just said in her quiet voice oh ya i see !!!

and then she gave a little laugh more like a nervous giggle !!! nobody yelled for help !!!

but also you need to understand that when i went to little dress shops with my wife she or other young women would try on a dress behind a bed sheet one end of it on a hook in the wall and the other end held up by the store owner or staff and as the person was busy lots of time the sheet would get lower and lower as they tryed to hold the sheet and deal with other customers !!

sometimes it would slip from the persons had and fall to the floor !!! most of the time the person behind it getting changed and half naked would grab it and hand it back to the person who was holding it up and the woman behind it would sort of feel a little shy but no big deal i know i got an eye full a few times by accident !!!

but in china life goes on i just knew not to walk away when some hot looking little gal was trying on some clothing behind the sheet !!! not too mention not to walk away too far in a shoe store when all those hot looking women in mini skirts including my wife were sitting on little seat trying on shoes !! hehehe

i know for a fact no matter how hard most of these women tryed to not show their little bumbs or other things it mostly did not work and most know it but did not mind or worry too much about the show !!!

although in their defence the women my wife included did not come off as lude or sluttish in any way it just seems natural in china !!!

here in the west most women try to show their stuff unpurpose that is why western women in the same sort of situation just come off as trashy !!!

i think chinese woman try for the most part to look and act dignified maybe that is why !!

i think that is why though chinese women do not raise a fuss if they get molested or raped !!!

maybe some chinese women have other ideas they can share !!!Cool

A good example of TIC logic…

Authority breeds ignorance… This reminds me of another logic failure. There's an accident. People are hurt. You help out. Only a person responsible for the accident and feels guilty would help out. Ergo, you are responsible for the accident.

Some (if not all) Chinese officials seriously need a lesson in logic. And compassion.
